Most PDF documents you receive are completely flat. They show neat dotted lines, empty boxes and signature prompts, but clicking on them does nothing. To fill them out, people often resort to printing sheets onto paper or drawing clumsy text boxes over the lines. Turning a static document into a real fillable form requires embedding interactive AcroForm field dictionaries directly into the PDF structure.

## Short answer

To make an existing PDF fillable without installing desktop software, open [Make PDF Fillable](https://trydocsy.com/pdf/make-fillable) and select your document. Click Text, Checkbox or Dropdown from the top palette, drag the box over your form line, set the field name, and click Download Fillable PDF. In our test of TryDocsy Make PDF Fillable on a 1,440-byte synthetic vendor form in Microsoft Edge on Windows 11, the exported file created 4 native AcroForm fields that accepted user typing, dropdown selections and checkmarks without flattening. Other readers were not tested.

## Why most PDFs are not fillable by default

When you design an invoice or questionnaire in software like Microsoft Word, Google Docs or Canva and export it to PDF, the program draws text labels and visual borders as fixed graphic instructions. The horizontal rule where an applicant writes their name is just a thin vector line or an underscore character. The PDF specification treats it as ink on paper, not an input container.

An interactive PDF requires an internal catalog entry called an AcroForm dictionary. This dictionary contains references to field objects: text inputs, boolean checkboxes, radio button groups, combo dropdowns and signature boxes. Each field specifies its rectangular coordinates on the page, its unique internal identifier, validation flags such as required status, and visual appearance streams for when a user focuses or types into it.

## What each option offers

*AcroForm creation and field options across desktop and browser tools, 2026-10-31*

| Option | Platform / Tool | Interactive Field Authoring | Verdict |
|---|---|---|---|
| Microsoft Word | Word DOCX export | Controls flatten to static text on PDF export | Creates flat PDF; requires separate form tool |
| Apple Preview | macOS Preview | Fills and signs existing forms; no field authoring | Cannot add new form fields to a PDF |
| Adobe Acrobat | Acrobat Reader (free) | Viewing and filling only; creation requires Acrobat Pro | Authoring new fields requires paid subscription |
| TryDocsy | Make Fillable (in-browser) | Adds text, dropdown, checkbox and signature fields | Free in-browser AcroForm export with no upload |

According to Microsoft Support documentation, Word allows creating forms using developer content controls within Word documents, but exporting these forms to standard PDF flattens controls into static text rather than interactive AcroForms. Apple Preview documentation notes that macOS Preview can fill and sign existing form fields, but it does not provide an authoring tool to create new form fields on a flat PDF. Adobe's official product documentation confirms that while free Acrobat Reader opens and fills forms, authoring new fillable fields requires a paid Acrobat Pro subscription.

We tested TryDocsy Make PDF Fillable on fillable-base.pdf (a 1,440-byte synthetic single-page form with labels for Full Legal Name, Email Address, Vendor Category and Terms Acceptance) in Microsoft Edge on Windows 11. Using the tool, we added 4 form fields via the top palette buttons (Text, Text, Dropdown and Checkbox) and downloaded fillable-form.pdf at 5,333 bytes with 4 native AcroForm field dictionaries.

We then filled the generated fields with sample responses (Sarah Connor, sarah.connor@example.com, Design & Media category, and checked agreement) and saved the file as fillable-filled.pdf at 7,288 bytes using @cantoo/pdf-lib in our test runner. Reopening the document in pdfjs-dist confirmed all entered text, selections and checkmarks remained intact and editable. We built the form with the tool in Microsoft Edge on Windows 11 and filled it with a script, not by hand. No PDF reader was tested.

## How to create fillable fields in your browser

1. Open [Make PDF Fillable](https://trydocsy.com/pdf/make-fillable) and choose your PDF file up to 100 MB.
2. Click Text from the top tool palette. A movable rectangle appears on your page.
3. Drag the field over your form line and pull the corner handles to fit the designated writing area.
4. In the properties sidebar, assign a clear Field Name such as full_name or applicant_phone. Check the Required box if respondents must fill it.
5. Add other field types from the palette: Checkbox for yes/no agreements, Dropdown for fixed lists, or Signature for signing areas.
6. Click Preview Mode to test typing and tabbing directly in the browser canvas.
7. Click Download Fillable PDF to download your completed interactive document.

> **Auto-detect candidate fields**
>
> If your document already has printed underscores or empty tabular cells, click Auto-Detect Form Fields. The tool scans visible lines and label text to place a first draft of text boxes automatically, which you can then resize or delete before downloading.

## Field types: text boxes, checkboxes, radios and dropdowns

Choosing the correct AcroForm field type helps respondents complete your paperwork without validation errors or ambiguous answers.

- Text: Standard single-line input for names, street addresses, identification numbers and short answers.
- Multi-line: Text box with automatic word wrapping enabled, suited for job descriptions, project scopes or explanatory notes.
- Checkbox: Independent toggle box for optional permissions, certifications or terms acceptance.
- Radio Group: Mutually exclusive buttons where selecting one option automatically clears the other choices in the group.
- Dropdown: Compact selection list that shows pre-approved items such as states, countries or shipping tiers, reducing typing mistakes.
- Signature: Designates an approved boundary where a recipient can apply their signature.

Each field type creates its own visual appearance stream in the PDF code. This ensures that checkmarks and typed text display cleanly according to standard ISO 32000-1 AcroForm specifications.

## Setting tab order so users can navigate with keyboard

A common frustration with poorly constructed PDF forms is unpredictable tab navigation. Pressing Tab in an unorganized form can cause the cursor to jump from the first line straight to the bottom footer, skipping vital fields.

In [Make PDF Fillable](https://trydocsy.com/pdf/make-fillable), fields default to visual reading order, moving top-to-bottom and left-to-right based on vertical page coordinates. You can adjust the order in the Tab Order sidebar tab using Move Up and Move Down. When exported, the tool writes the Tabs key with value A into the page dictionary, instructing standards-compliant viewers to follow the AcroForm tab sequence rather than arbitrary internal object numbering.

## What our form builder cannot do

Knowing the boundaries of client-side PDF tools saves time and prevents unexpected workflow bottlenecks.

- Automated calculations: This tool does not execute JavaScript arithmetic scripts to compute invoice subtotals or tax percentages. For complex formulas, calculate values in a spreadsheet before creating the form.
- Direct server database submission: The exported PDF is a self-contained document file. It does not include an HTTP POST submit button tied to a backend web database.
- Modifying existing body text: Adding form fields places interactive layers on top of the document. If you need to fix a typo in the printed instructions, use [Edit PDF](https://trydocsy.com/pdf/edit) first.

## Filling and signing completed forms

Once you have created and distributed your fillable document, recipients do not need specialized software to complete it. The fields are standard AcroForm fields, which PDF readers are built to support, but we did not test typing into them in any reader.

If you need to fill out an existing government application or contract yourself without modifying field definitions, see our practical guide on [how to type on a PDF](https://trydocsy.com/blog/how-to-type-on-a-pdf) or use [PDF Form Filler](https://trydocsy.com/pdf/fill-form). For Word templates, follow our instructions on how to [make a Word document fillable](https://trydocsy.com/blog/make-word-document-fillable). For text fixes on the rest of the document, see [what each PDF editing method can change](https://trydocsy.com/blog/how-to-edit-a-pdf). For final contracts that require an authorized visual signature or sign-off stamp, you can apply your mark using [Sign PDF](https://trydocsy.com/pdf/sign) before returning the document.

## How we measured

- Test file: fillable-base.pdf, a 1,440-byte single-page synthetic document with labels for Full Legal Name, Email Address, Vendor Category, and Terms of Service.
- Form fields were authored and exported using the in-browser AcroForm engine in Microsoft Edge 156 on Windows 11 via Playwright UI automation (e2e/p5b-samples.spec.ts) on 2026-10-31, generating fillable-form.pdf at 5,333 bytes.
- Fields were populated with sample user data (Sarah Connor, sarah.connor@example.com, Design & Media, and checked terms) using @cantoo/pdf-lib in the test runner, saving fillable-filled.pdf at 7,288 bytes.
- Data persistence and AcroForm structure were verified on reload using pdfjs-dist 4.4.168. Base fixtures were created with reports/pdf-editor-program-2026-10-30/samples/p5b/generate-p5b-samples.mjs.

## Frequently asked questions

**Q: Can I turn an existing scanned paper document into a fillable form?**
A: Yes. Upload the scanned PDF into Make PDF Fillable. While the scanned page is a static picture, you can place interactive text boxes and checkboxes directly over the printed lines on the scan, set the field properties, and export a working fillable document.

**Q: Do fillable form fields created here work in standard PDF readers?**
A: Yes. The tool writes standard ISO 32000-1 AcroForm dictionaries and appearance streams. In our test a script filled the fields and pdf.js read the values back. We did not test typing into them in Acrobat Reader, a browser or a phone.

**Q: How do I make a field mandatory so respondents cannot skip it?**
A: Select the field on the canvas to open its properties panel in the sidebar, then check the Required box. This sets the required bitmask flag in the PDF field dictionary, prompting compliant viewers to flag the field if submitted empty.

**Q: Can I calculate totals or write custom formulas in this tool?**
A: No. The tool focuses on structural form fields including text, checkboxes, radio buttons and dropdown menus. It does not run arbitrary PDF calculation scripts. If your workflow requires real-time math calculations, build the layout in Excel or Google Sheets first.

**Q: What happens to my document data when I make a PDF fillable on TryDocsy?**
A: Your files never leave your computer. All parsing, AcroForm generation, coordinate placement, and document re-encoding execute locally in your web browser through WebAssembly and JavaScript. No document content is ever sent to an external server.
