This tool combines several photos or images into a single PDF, entirely in your browser: nothing is uploaded anywhere. Drop in multiple files (JPG, PNG, WEBP, GIF, BMP, TIFF, HEIC, AVIF and SVG are all accepted, up to 20 MB each), drag them into the order you want, and each one becomes its own page. JPG and PNG files are embedded directly into the PDF; every other format is first re-encoded to PNG on a canvas so it can be embedded, which also happens automatically as a fallback if a file fails to embed directly (an unusual CMYK JPEG, for instance).
Page sizing is your choice: Fit to Image makes each page exactly the size of its photo, so nothing is cropped or padded; A4 and Letter instead place the image on a fixed standard page and scale it (up or down, whichever the photo needs) to fill the page while keeping its aspect ratio and centered, which can leave white space on two sides if the photo proportions do not match the page. Because scaling up does not invent new detail, a small photo enlarged to fill an A4 or Letter page can appear softer than it looked at its original size. If an image cannot be converted even after the fallback, it is skipped with a count of how many were dropped rather than failing the whole batch.
How it works

2. Drag to set page order
Each image is listed with a Page N label. Drag any image by its grip handle to reorder it: the order in the list becomes the page order in the finished PDF.
3. Choose a page size
Pick Fit to Image (the page matches each photo dimensions exactly), A4 (595.28 × 841.89 pt), or Letter (612 × 792 pt). With A4 or Letter, every image is scaled to fit the page while keeping its proportions, then centered.
4. Convert and download
Press Convert N Images to PDF. The result downloads as images.pdf. The filename is fixed, so you can rename it after downloading if you want something more specific.

A4/Letter vs Fit to Image dimensions
Fit to Image sets each PDF page to the image pixel dimensions, so nothing is cropped, stretched or padded. This is useful when the finished PDF is for your own records and you just want an exact copy of each photo as a page.
A4 and Letter instead place your image on a fixed-size page and scale it to fit while preserving its aspect ratio, then center it. A photo that is not the same shape as the page will have white margins on two sides. Because scaling up does not add real detail, a low-resolution photo placed on an A4 or Letter page can appear softer than it looked at its original size; Fit to Image avoids that entirely by keeping native resolution.
Raster image pages and searchable text requirements
Because this tool embeds photographs and graphics as image objects inside PDF pages, the resulting PDF does not contain an underlying digital text stream. Text inside your photos cannot be highlighted, selected, or searched with Ctrl+F.

Measured benchmark results: report image test
In our test run, we assembled our sample report image (output-pdf-to-image-page-1.png, 97,733 bytes) into a PDF using default Fit to Image dimensions. The converter generated a 37,442-byte PDF document (output-image-to-pdf.pdf) across 1 page.
